Also if your adding it to your account in one country and trying to play the game on a gfn server in a totally different country you might have to talk to ubisoft support to adjust the region for the game on your account. To make it easier if that is what your doing, let the Ubisoft support know you activated the game on your account in one

In case anyone else suffers from this issue, here's the fix. I just had to open up all the add ons, and since I had the season pass it allowed me to "purchase" and install vaas dlc for free, I guess the update earlier was just adding it to the game and not the dlc itself. I'll leave this up just in case someone else has a similar issue.
